AODA and Accessible Canada Act Forms: Turn PDFs into Bilingual Web Forms Built to Support WCAG 2.1 AA

Ontario organizations and federally regulated employers publish forms that have to work with assistive technology and often in both official languages. ToWebForm turns each PDF into an accessible web form that respondents can complete in English or French, and stamps the answers onto your original PDF.

Who this applies to: Ontario public sector organizations and businesses with 50 or more employees under the AODA, and federally regulated organizations under the Accessible Canada Act.

The problem: Maintaining a tagged English PDF and a tagged French PDF for every form doubles the remediation work, and both versions still struggle on phones.

How ToWebForm Replaces PDF Form Remediation

Under the Accessibility for Ontarians with Disabilities Act (AODA) Integrated Accessibility Standards, designated public sector organizations and businesses or non-profits with 50 or more employees in Ontario must make their public websites and web content conform to WCAG 2.0 Level AA. At the federal level, the Accessible Canada Act applies to federally regulated organizations, and Accessibility Standards Canada has adopted CAN/ASC-EN 301 549, which brings in WCAG 2.1 Level AA for information and communication technology.

ToWebForm converts each PDF form into a semantic HTML web form built to support WCAG 2.1 AA, which also covers the WCAG 2.0 AA criteria in the AODA. Respondents get labelled inputs, keyboard support, announced error messages, and single-column reflow at 320px, and your office receives the original PDF with every answer stamped in place.

For bilingual service, one form link lets respondents choose from 18 supported languages (active languages depend on your plan), including French. On every plan, including Free, answers written in French can be translated back into the language of your PDF before stamping, with both versions kept in a Bilingual Verification Log. Data is encrypted with AES-256-GCM, and Team plans can use Zero-Storage Fill and Download mode for PIPEDA-sensitive forms.

Key Facts

  • AODA: WCAG 2.0 AA for designated public sector organizations and businesses with 50+ employees
  • Accessible Canada Act: federally regulated organizations, with CAN/ASC-EN 301 549 adopted
  • One form link in English, French, and other languages
  • Bilingual Verification Log keeps the original and translated answers
  • Original PDF output with answers stamped in place
  • AES-256-GCM encryption and optional Zero-Storage mode

1. Upload the PDF you already use

Interactive AcroForms and flat or scanned PDFs both work. Fields, labels, and coordinates are detected automatically.

2. Respondents fill out a semantic web form

Single-column HTML built to support WCAG 2.1 AA, with labels, fieldset groups, keyboard focus order, and screen-reader status messages.

3. Your team receives the original PDF

Answers are stamped onto the exact coordinates of the original document, encrypted with AES-256-GCM, and ready for your existing process.

02 / Side-by-Side Comparison

Manual Acrobat Tagging vs. Remediation Agencies vs. ToWebForm

Three ways to handle an inaccessible PDF form, compared on cost, phone use, assistive technology, maintenance, language access, and data handling.

03 / Language Access and Privacy

Beyond Accessibility: Language Access and Zero-PII Options

Bidirectional Answer Translation

Title VI language access · 18 supported languages

Respondents choose from 18 supported languages (active languages depend on your plan), including right-to-left Arabic and Urdu. They answer in their own language, and open-text answers are translated back into your PDF language before stamping, with both versions kept in a Bilingual Verification Log. Included on every plan, including Free.

Zero-Storage Fill and Download Mode

No respondent PII retained · Team

For court, records, and resident forms where you should not hold the data. Respondents complete the web form, and the official stamped PDF is generated in memory and streamed straight to their browser. No answers are written to the database.

For agencies and consultants

Remediating PDF forms for clients? Convert the whole library instead of tagging it page by page

Web, digital, and accessibility agencies use the ToWebForm Team plan to turn a client's PDF form library into web forms built to support WCAG 2.1 AA in an afternoon, then keep those forms current without re-billing per page. Your client still receives the original PDF for every submission.

  • A workspace per client

Keep each client’s forms, submissions, and team access separate in Multiple Workspaces.

  • Their domain, their brand

Publish on a custom subdomain such as forms.yourclient.com with White-Label Branding and no ToWebForm badge.

  • 5 seats included

Give your team and the client’s staff role-based access as Owner, Admin, or Member, and add seats as you grow.

  • Zero-Storage when required

Turn on Zero-Storage Fill and Download mode for clients whose respondents’ answers must not be stored.

04 / FAQ

Frequently Asked Questions

Answers on cost, deadlines, workflow changes, privacy, and what ToWebForm does and does not guarantee.

Which WCAG version does the AODA require?
The AODA Integrated Accessibility Standards require WCAG 2.0 Level AA for public websites and web content of designated public sector organizations and businesses with 50 or more employees in Ontario, with some exceptions such as live captions. ToWebForm web forms are built to support WCAG 2.1 AA, which includes all WCAG 2.0 AA criteria.
What is CAN/ASC-EN 301 549?
It is the Canadian adoption of the European ICT accessibility standard EN 301 549, published by Accessibility Standards Canada. For web content it refers to WCAG 2.1 Level AA. It is used as the benchmark for federally regulated organizations under the Accessible Canada Act and in federal procurement.
Can respondents fill out the form in French and staff read it in English?
Yes. Respondents can switch the form to French, and on every plan, including Free, their open-text answers can be translated into the language of your PDF before stamping. The Bilingual Verification Log keeps the original French answer next to the translation so nothing is lost.
How is personal information protected?
Answers, signatures, and uploaded files are encrypted with AES-256-GCM before they are stored, and completed PDFs are shared only through time-limited signed links. Data is stored with our providers in the United States, as listed in our Privacy Policy. On Team, Zero-Storage Fill and Download mode lets respondents download the completed PDF without the answers being stored.
Does using ToWebForm make us AODA or ACA compliant?
ToWebForm web forms are built to support WCAG 2.1 Level AA, but AODA and Accessible Canada Act obligations cover your whole organization and depend on how each form is labeled, configured, and embedded. Your organization is responsible for verifying final compliance.
