WCAG 2.1 LEVEL AA · FLAT AND SCANNED PDFS

Convert Flat or Scanned PDFs into Mobile Web Forms Built to Support WCAG 2.1 AA

Scanned and flat PDFs have no form fields at all, so they cannot be tagged until someone rebuilds them. ToWebForm detects the fields automatically and generates a responsive web form designed around the WCAG 2.1 AA success criteria that matter most for forms.

The problem: A scanned PDF is just an image to a screen reader. Making it usable usually means rebuilding the form in Acrobat first and then remediating it, which doubles the work.

How ToWebForm Replaces PDF Form Remediation

Flat and scanned PDFs are images of a form with no interactive fields, so assistive technology cannot identify where to type or what each blank means. Before they can be remediated, someone has to recreate every field. This is why scanned forms are often the last items left on an accessibility backlog.

ToWebForm uses vision analysis to detect text boxes, checkboxes, dates, signature lines, and tables on flat or scanned PDFs, along with their labels and coordinates. It then generates a responsive HTML form designed around the WCAG 2.1 AA criteria most relevant to forms: Info and Relationships (1.3.1), Identify Input Purpose (1.3.5), Contrast (1.4.3), Reflow (1.4.10), Keyboard (2.1.1), Focus Visible (2.4.7), Error Identification (3.3.1), and Labels or Instructions (3.3.2).

The original scan stays the official record. Answers are stamped onto the exact detected coordinates, long responses move to an overflow addendum page, and the finished PDF is delivered to your team. Accessibility details such as ARIA labels, helper text, and autocomplete tokens can be adjusted per field in the Accessibility Overrides Workbench.

Key Facts

  • Automatic field detection on flat and scanned PDFs
  • Single-column reflow at 320px (WCAG 1.4.10)
  • 48x48px minimum touch targets on inputs, checkboxes, and buttons
  • Autocomplete tokens for name, email, phone, and address fields (WCAG 1.3.5)
  • Focus moves to the first invalid field with a linked error message (WCAG 3.3.1)
  • Per-field ARIA and helper text overrides without editing the PDF

1. Upload the PDF you already use

Interactive AcroForms and flat or scanned PDFs both work. Fields, labels, and coordinates are detected automatically.

2. Respondents fill out a semantic web form

Single-column HTML built to support WCAG 2.1 AA, with labels, fieldset groups, keyboard focus order, and screen-reader status messages.

3. Your team receives the original PDF

Answers are stamped onto the exact coordinates of the original document, encrypted with AES-256-GCM, and ready for your existing process.

02 / Side-by-Side Comparison

Manual Acrobat Tagging vs. Remediation Agencies vs. ToWebForm

Three ways to handle an inaccessible PDF form, compared on cost, phone use, assistive technology, maintenance, language access, and data handling.

03 / Language Access and Privacy

Beyond Accessibility: Language Access and Zero-PII Options

Bidirectional Answer Translation

Title VI language access · 18 supported languages

Respondents choose from 18 supported languages (active languages depend on your plan), including right-to-left Arabic and Urdu. They answer in their own language, and open-text answers are translated back into your PDF language before stamping, with both versions kept in a Bilingual Verification Log. Included on every plan, including Free.

Zero-Storage Fill and Download Mode

No respondent PII retained · Team

For court, records, and resident forms where you should not hold the data. Respondents complete the web form, and the official stamped PDF is generated in memory and streamed straight to their browser. No answers are written to the database.

04 / FAQ

Frequently Asked Questions

Answers on cost, deadlines, workflow changes, privacy, and what ToWebForm does and does not guarantee.

Can a scanned PDF form be made to work with screen readers?
Not directly. A scanned PDF is an image, so the fields must first be recreated and then tagged. ToWebForm skips both steps by detecting the fields and generating an HTML web form built to support WCAG 2.1 AA, while keeping the scan as the official output.
Which WCAG 2.1 AA criteria matter most for online forms?
The most common form issues map to 1.3.1 Info and Relationships, 1.3.5 Identify Input Purpose, 1.4.3 Contrast, 1.4.10 Reflow, 2.1.1 Keyboard, 2.4.7 Focus Visible, 3.3.1 Error Identification, 3.3.2 Labels or Instructions, and 4.1.2 Name, Role, Value. ToWebForm web forms are designed around each of these.
How accurate is automatic field detection on scanned forms?
Detection works best on clean scans with clear labels and lines. Every detected field can be reviewed, renamed, retyped, or repositioned in the visual editor before publishing, so you stay in control of the final form.
Can respondents fill the form in another language?
Yes. Respondents can choose from 18 supported languages (active languages depend on your plan), including right-to-left Arabic and Urdu layouts. On every plan, including Free, answers written in another language are translated back into your PDF language before stamping, with both versions kept in a Bilingual Verification Log.
Will our converted forms be certified as WCAG 2.1 AA?
ToWebForm does not certify forms. The renderer is built to support WCAG 2.1 Level AA, and final compliance depends on how each form is labeled, configured, and embedded. Your organization is responsible for verifying it.
