A Section 508 PDF Form Alternative: Semantic HTML Web Forms That Stamp Your Original PDF

Fillable PDFs are one of the hardest document types to make work with assistive technology. ToWebForm presents an HTML form built to support Section 508 and WCAG 2.1 AA, then delivers the mandated PDF with every answer in place.

The problem: Fillable AcroForms need correct tooltips, tab order, and tags on every field, and the result still varies by PDF reader. Many agencies and contractors fall back to "call us for an alternate format," which delays service.

How ToWebForm Replaces PDF Form Remediation

Section 508 of the Rehabilitation Act requires federal agencies to make electronic content accessible, and the Revised 508 Standards incorporate WCAG 2.0 Level AA. Many state agencies, universities, and federal contractors adopt the same requirements by policy or contract. HHS Section 504 rules separately require WCAG 2.1 AA for many healthcare providers that receive federal funds, starting May 11, 2027 for those with 15 or more employees.

Fillable PDF forms are hard to bring into conformance because every field needs a programmatic name, role, value, and tab order that works across PDF readers. ToWebForm sidesteps this by converting the form into semantic HTML: each input has a programmatically associated label, related options are grouped with fieldset and legend, tables use proper header cells, and errors are announced through ARIA.

The original PDF remains the record. When a respondent submits, ToWebForm stamps their answers onto the exact coordinates of the original PDF, appends an overflow addendum for long answers, and can seal the document with a PKCS#7 / X.509 digital signature. Your office keeps the official form while respondents get an HTML experience built to support WCAG 2.1 AA.

Key Facts

  • Revised Section 508 Standards incorporate WCAG 2.0 Level AA, and WCAG 2.1 AA builds on it
  • HHS Section 504: WCAG 2.1 AA by May 11, 2027 (15+ employees) and May 10, 2028 (fewer than 15)
  • Every input has a programmatically associated label
  • Radio and checkbox groups use fieldset and legend
  • Errors are linked with aria-describedby and announced to screen readers
  • Original PDF output with optional PKCS#7 / X.509 seal

1. Upload the PDF you already use

Interactive AcroForms and flat or scanned PDFs both work. Fields, labels, and coordinates are detected automatically.

2. Respondents fill out a semantic web form

Single-column HTML built to support WCAG 2.1 AA, with labels, fieldset groups, keyboard focus order, and screen-reader status messages.

3. Your team receives the original PDF

Answers are stamped onto the exact coordinates of the original document, encrypted with AES-256-GCM, and ready for your existing process.

02 / Side-by-Side Comparison

Manual Acrobat Tagging vs. Remediation Agencies vs. ToWebForm

Three ways to handle an inaccessible PDF form, compared on cost, phone use, assistive technology, maintenance, language access, and data handling.

03 / Language Access and Privacy

Beyond Accessibility: Language Access and Zero-PII Options

Bidirectional Answer Translation

Title VI language access · 18 supported languages

Respondents choose from 18 supported languages (active languages depend on your plan), including right-to-left Arabic and Urdu. They answer in their own language, and open-text answers are translated back into your PDF language before stamping, with both versions kept in a Bilingual Verification Log. Included on every plan, including Free.

Zero-Storage Fill and Download Mode

No respondent PII retained · Team

For court, records, and resident forms where you should not hold the data. Respondents complete the web form, and the official stamped PDF is generated in memory and streamed straight to their browser. No answers are written to the database.

For agencies and consultants

Remediating PDF forms for clients? Convert the whole library instead of tagging it page by page

Web, digital, and accessibility agencies use the ToWebForm Team plan to turn a client's PDF form library into web forms built to support WCAG 2.1 AA in an afternoon, then keep those forms current without re-billing per page. Your client still receives the original PDF for every submission.

  • A workspace per client

Keep each client’s forms, submissions, and team access separate in Multiple Workspaces.

  • Their domain, their brand

Publish on a custom subdomain such as forms.yourclient.com with White-Label Branding and no ToWebForm badge.

  • 5 seats included

Give your team and the client’s staff role-based access as Owner, Admin, or Member, and add seats as you grow.

  • Zero-Storage when required

Turn on Zero-Storage Fill and Download mode for clients whose respondents’ answers must not be stored.

04 / FAQ

Frequently Asked Questions

Answers on cost, deadlines, workflow changes, privacy, and what ToWebForm does and does not guarantee.

Which WCAG version does Section 508 reference?
The Revised Section 508 Standards incorporate WCAG 2.0 Level A and AA success criteria. WCAG 2.1 Level AA includes all of those criteria plus additional ones for mobile use, reflow, and input purpose, so targeting WCAG 2.1 AA also covers the WCAG 2.0 AA criteria that Section 508 references.
Why are fillable PDFs difficult to bring into conformance?
Each field needs a correct name, role, value, tooltip, and tab order, and the document needs a tag tree and reading order. Support for these features varies across PDF readers and mobile apps, so a form that works in desktop Acrobat can still be difficult to use on a phone or with a different screen reader.
Does ToWebForm help healthcare providers with HHS Section 504?
ToWebForm is built to support WCAG 2.1 Level AA for patient intake and consent forms. Practices can convert existing PDF packets, let patients choose from 18 supported languages (active languages depend on your plan), and receive the original PDFs with answers stamped in place. Submission data is encrypted with AES-256-GCM.
Can we keep using our official form numbers and layouts?
Yes. ToWebForm never redesigns the PDF. The original document, including form numbers, OMB control numbers, and layout, is the output. Only the respondent-facing experience changes.
Is a ToWebForm form automatically Section 508 conformant?
ToWebForm web forms are built to support Section 508 and WCAG 2.1 Level AA, but conformance depends on how each form is labeled, configured, and embedded. Your organization remains responsible for verifying final conformance, including any formal testing your contract or policy requires.
